Artagus Newell Selected as New Rome-Floyd Planning Director

The offices of the Rome City Manager and the Floyd County Manager are pleased to announce Artagus Newell has been selected as the new Planning Director for the city-county department. He will be responsible for directing staff and projects necessary in all areas of urban and regional planning, transportation, recreation, and economic development for the City of Rome and Floyd County.
Newell has 18 years planning experience where he has served as Zoning Administrator for Carroll County in the Department of Community Development, which services a population of 120,000. While in this role, Newell conducted the daily administration of the County Zoning ordinance; provided advisement as the primary land-use point of contact; and served as the liaise with economic development staff to recruit, retain and expand business growth. Additionally, Newell served as project lead on a complete revision of the County Zoning Ordinance for Carroll County.
Newell presented before an interview panel consisting of Human Resources Director Rita Odom, County Manager Jamie McCord, City Manager Sammy Rich, Assistant City Manager Patrick Eidson, and Assistant County Manager Gary Burkhalter. “Art’s communication style and past planning experience stood out making him the clear unanimous choice of the panel,” said Rich.
In addition to coordinating with individuals seeking services, the planning director provides technical services and advice to the Rome-Floyd County Planning Commission, the elected Rome City and Floyd County commissions and the Cave Spring City Council.
Newell holds a Masters of Public Administration from the University of West Georgia and a Bachelor of Science in Geography. He is a member of the American Planning Association and Georgia Association of Zoning Administrators.
Rich will present Newell to the Rome City Commission for affirmation of his appointment at the June 10, 2017 Commission Meeting.
The Rome-Floyd County Planning Department serves as the staff of the Planning Commission. The Department provides citizens, developers, realtors, and other staff persons with information relating to land use and development; carries out long-range comprehensive planning activities, and implements zoning and land use standards that are described in the Unified Land Development Code (ULDC) for Floyd County and the City of Rome. The Planning Department also administers the county-wide Geographic Information System (GIS), Transportation Planning, and Historic Preservation.
