Changes to Public Loading Zones Ordinance

Recently there have been some changes to Rome's "Loading/ Unloading Zone" Ordinance. The ordinance relevant to Broad St reads as follows:

Sec. 12-254 Public Loading Zones

(a) SUMMARIZED - No vehicle can park in a designated loading zones, except for purpose of loading and unloading. No vehicle can park in a designated loading zone for longer than 20 minutes, unless a different time is marked.

(b) SUMMARIZED - No vehicle shall park for loading or unloading purposes at an angle other than that marked for regular parking. The back gate of the vehicle cannot extend past the designated loading/ unloading zone.

(c) SUMMARIZED - No vehicle shall park in a properly marked loading zone between 10:00 p.m and 8:00 a.m.

(d) SUMMARIZED - The Rome Police Department may tow vehicles at owners expense for violating parking ordinances in a loading zone.

(e) BROAD STREET ADDITIONAL REGULATIONS. The loading zones on the portion of Broad St between its intersections with First Ave and Sixth Ave shall be unmarked center-lane loading zones and shall have the following regulations concerning permitted users of the loading zone in addition to the provisions of paragraphs (a) through (e) [above]:

(1) The exclusive permitted users shall be pickup or delivery vehicles at least 20 feet in length, including lifts or ramps, actively engaged in loading or unloading materials.

(2) All delivery vehicles are prohibited from loading or unloading in the center lane within:

a. 15 feet on either side of a mid-block crosswalk;
b. 50 feet on the approach side of an intersection, except for Second Ave which shall not be within 100 feet of the approach side to the intersection; or
c. 25 feet on the departure side of an intersection, except for Second Ave which shall not be within 70 feet of the departure side of the intersection.

(3) All delivery drivers are required to place safety cones behind their delivery vehicles and in the immediate area of the points of access to the vehicles from the street, OR activate flashing hazard light to alert motorists to the loading or unloading activity that is under way in the center lane.

(4) The center lane on Broad St shall not be used for loading and unloading between the hours of 11:00 a.m. - 1:00 p.m.

Sec. 12-255 Obstruction of Traffic

SUMMARIZED - When parking on the side of the roadway the vehicle shall not leave less than ten (10) feet of the width of the roadway for free movement of vehicular traffic. If the roadway has a center line established by Rome-Floyd County Planning Department no vehicle shall be parked as to leave less than twelve (12) feet of the width of the roadway for free movement of vehicular travel.

The Rome Police Department plans on providing courtesy warning for the first month of this new ordinance.
